Day by day the use of vehicles in our life is rising exponentially and as increasing vehicles are violating the rules of traffic, theft of vehicles, ingoing to restricted areas, abnormal number of accidents lead to upturn in the crime rates linearly. For any vehicle to be acknowledged, vehicle license plate detection will play a main significant job in this active world. This paper illustrates a design and development of a new efficient Automatic number plate recognition system, using image processing and deep learning techniques. This system is implemented at traffic signals. The Sensor detects the presence of a vehicle and after that a camera captures the frames of vehicles. This information is sent to CPU to process the image. Using deep learning model, we detect the number plate of the vehicle. We create sequential convolutional neural network that is smart enough to recognize characters after training. The recognized plate number is matched with stored database and displays vehicle status on software.

Our Objective is to create a system that will ensures that the person who is driving a vehicle should not break any traffic rule or else the system will issue a penalty This helps to improve road safety and transportation efficiency and reduce the hassle of all the manual operations involved in the process of traffic violator and issue of penalty. The other benefit we will get is that when a person breaks a traffic signal our system will check its details and checks whether the car is stolen or not or the existing number plate is copied or used in other cities. In other new feature is to make E-Challan for the zebra crossing if any car or vehicle stand on zebra crossing then it will capture it image and recognize its number plate and send e-challan on his/her owner email address.

Project Implementation Method

PROJECT IMPLEMENTATION


We present how system is constructed. We discussed about the development process, system architecture, system installation, and system testing. Sensors are programmed with a certain algorithm. And test the system overall performance. Our proposed work based on violating the rules of traffic, our system has three module. The system detect a car which breaks the rules such as break traffic signal rule , zebra crossing then our system charge the challah by identify the Number plate of a car.

Automatic vehicle identification is an image processing technique of identify vehicles by their number plates. Automatic vehicle identification systems are used for the purpose of effective traffic control and security applications, this concise description of the vehicle number plate detection as well as recognition techniques used for effective traffic monitoring and observation of the reliability of the methods

1.ZEBRA CROSSING CHALLAN

When vehicles are cross zebra crossing and break the traffic rule so system identify those vehicles and charge a challan which will receive on their email. The system will check on database and their NPR help to identify the vehicles, this is an also a digital solution for receiving challan.

2.STOLEN CAR DETECTION

Our system also capture a number plates of stolen vehicle and check on database whether the number plates are identified as if it is thief car then system will forward take a step to do action on it , this module is the identification of theft car on database.

3.TRAFFIC SIGNAL CHALLAN

Vehicle number plate detection and recognition is an integral part of the as every vehicle has a number plate as part of its identity. Number plate recognition (NPR) is easier method for Vehicle identification. When any user break traffic signal and cross signal before green light so its automatically system detect a vehicle number plate and save on the database and check whether who’s owner of vehicle once its identified then its further send challan on their email.

3.1 CAMERA

On our proposed system using a camera with technique of computer vision/image processing. Those vehicle which can break rule of traffic signal and cross signal before green light so system will detect the car number plate on camera which is smarter than manual identification.

3.2 OCR

Optical Character Recognition The optical character recognition is a recognition method in which the input is an image and the output is string of character. OCR is a process which separates the different characters from each other taken from an image. Template matching is one of the approaches of OCR. The cropped image is compared with the template data stored in database. OCR automatically identifies and recognizes the characters without any indirect input. The characters on the number plate have uniform fonts then the OCR for number plate recognition is less complex as compared to other methods.

BENEFITS OF THE PROJECT 


Benefit of this project it recognizes the authorized vehicles by tracking their license plate without direct human interference. It will help us to reduce biasness and tackle those person who are not following traffic rules. System will also detect those cars which are stolen and help us to find those cars.

It is can be applied at number of public places for fulfilling some of the purposes like traffic safety enforcement, automatic toll text collection, car park system and Automatic vehicle parking system. Our system is designed to operate automatically on a 24/7 basis and check unauthenticated vehicles from accessing entry.

LEVEL 1 – NUMBER PLATE DETECTION

The fire module was created to detect Number plate recognition is an image processing technology that recognizes the authorized vehicles by tracking their license plate without direct human interference. Number plate recognitions a form of automatic vehicle identification. A number plate is the unique identification of vehicle. It is an image processing technology used to identify vehicles by their own number plates.

LEVEL 2–ZEBRA CROSSING CHALLAN

The second module is the detection of zebra crossing rule which is identified on detection of car which breaks the rule and charge a challan. Detection as well as recognition techniques used for effective traffic monitoring and observation of the reliability of the methods.

LEVEL 3 – STOLEN CAR DETECTION

The third module is the detection of a theft vehicles which can detect throughout the number plate identification. The detection is done with the database, it match the number plate of vehicle and find vehicle data on database.

ALGORITHM

The first step is capturing the image approximately 1 meter from the number plate with camera. The purpose is to get a clear image without distortion. The second step is cropping the number plate from captured image. The cropped image is the input for the character recognition. The third step is character recognition. The OCR technique is used to recognize the character.

DATABASE DESIGN

The system has a storage capacity of 32 GB. The live image will be captured in the database if a theft car or charge a challan on vehicle is detected the footage will be stored in database. Within 48 hours, or two days, the recording data will be automatically removed. This automatic data delete technique used for reduce redundancy and robustness on database.
