Pakistan is currently facing a significant problem regarding corruption in procurement system. It is well known that the current procurement system in Pakistan has many flaws that are being misused by many individuals and organizations. This project specifically aims to correct those flaws within the system. In the context, procurement is the process of getting a good, service or get a job done using a bidding system between different parties. The main target is the Tenders issued by the government for the public to acquire. Tenders acquired by the public are done in a corrupt way where parties are given the contract by bribing the government officials. The record of the tenders is stored in tradition way i.e. paper record and it can be manipulated at any time. Moreover, the money given by the government to the contractor for the tender floats from upward to downward hierarchy such as District to Tehsil. In the process, many government individuals take some amount of money for their personal use. As we know that, Pakistan is progressing towards computerized system so there is a need to turn the traditional tender system into an application, named as “Smart Tender”. For this application, Blockchain technology is used.

 Blockchain is a type of database which stores data in secure way. A hash function is formed from the data. The resulted hash is hashed again with previous data to form a new hash which is then stored. This prevents any person from changing as alterations causes the disruption of chain. The project is focused on the vendor bidding and bid evaluation phases of procurement. It is designed for a public, permissionless block chain network (Hyperledger). Permissionless blockchains maximize decentralization and provide unparalleled security with respect to data permanence and process integrity – qualities that are particularly beneficial in the anti-corruption context.
 

Project Objectives

Smart Tender system is introduced to save the time of government and as well as contractor. As we know, in traditional tender system the contractor have to see the tender advertisement from newspaper whereas in this automated tendering system the contractor firstly register him/her into the application (Smart Tender) and then see the available tender at that time so, in this context the contractor will save time. The bidders will also register in this application and then all the bidders for the project will reach at the location on the time specified by the government and then after bidding the best bidder would be selected for the desired project. If the contractor would complete their contract on time or did not provide good quality of things then, Public Procurement Regulatory Authority Pakistan(PPRA) rules would be applicable in that case. As it is an internet based tendering procedure from advertising to receiving and submitting tender information online, this enables firms to be more efficient because paper based transactions and information is time consuming and also causes corruption which the biggest problem in Pakistan.
 

Project Implementation Method

 The smart tender system will be implemented in a linux based system. A local network is created for testing purposes. The host will act as a government issuing different tenders. Other people in the network will act as a client and submit their forms. If there are technical aspects in the project, certain qualification parameters will be provided. The bidding will be anonymous and there will be transparency in the system.  
 

Benefits of the Project

Main benefiter of the project is the government itself. As the government is trying to introduce transparency in the system and hold people accountable for their illegal actions. It will also increase efficiency and provide traceable records for future use and evaluation of the contractors. On the other hand, the public will start believing in the system again. This project will keep the people in balance. The data is not centralized and is distributed which prevents the alteration and deleteion of the records.
 

Technical Details of Final Deliverable

The project is built in HyperLedger which uses GoLang. We will use Linux for cli commands and to create the network required. Restful API's will be used with Node.js for the front end. We will implement the front end in the Android Management Studio and built an app for the users as it is more convenient for the users. curl and HTTPie will be used for request and response tests. JSON objects will be passed for communication in the app and the API's.
