State elections are believed to be backbone of democratic countries legislature systems which provide their citizens a legal chance to select their representatives through fair and free procedures within their constitutional and administrative frame works.
Final results of elections were challenged many time by losing parties based on their complaints of election rigging due to bogus old fashioned voting system. This situation was found more worsen during the last election held in 2013 and in 2018, when all political parties blamed for ballot theft and party voters were on streets for their political protests. The rigging allegations have been a common phenomenon in Pakistan over the period.
Therefore to counter all the problems in current Pakistan election system and to avoid the destabilizing of democracy, government and its institutions including election commission, proposed system should be implemented and used by Pakistan Election commission, voters and by candidates
The current system of Pakistan election is still conducting by manual and inefficient processes despite the technological innovations and developments. This renders a great challenge in generating results after polling is done and it takes so much time to prepare results and it is difficult to have accurate results and maintain records as well.
It also takes many resources after every five years. And as it is manual system, so it is easy to manipulate results and have more chances of social engineering. And there is no proper system to count the actual voters, who cast their vote. i.e. Total number of voters, actual votes cast, and total number of votes of each candidate.

The main aim of developing this project is to conduct the general election of Pakistan by using this software (Pakistan E Voting System) to counter all the problems described above.
We will develop a software of election system of National Assembly and provincial assemblies for Pakistan. In this software we will connect database of NADRA along Pakistan Election Commission’s record according to Area(Constituencies Number). Every Pakistani individual who has identity card can vote for both candidates of National assembly(MNA’s) and provincial assembly (MPA’s).
Main purpose behind the development of this system is to eliminate political engineering and electoral rigging from elections of Pakistan and to save the time and cost spend over elections after every five years.

Main objective of this system is to use Electronic Biometric Verification of Voters through NADRA platform by using database of NADRA to end the social engineering from elections.
Elimination of manual work will ultimately be helpful to end the humanly caused errors.

Chances of manipulation of the results from influencing authorities will almost be finished.
Use of proposed system (Pakistan E Voting System) will ultimately remove the inaccurate and multiple voter’s record.
This software will be more accurate. We will get results on time, as soon as the election time will be finished, we can calculate results in time.
This software will be time saving for voters and staff, as they do not have to wait too long for their return to cast the vote and to prepare the results at the end of the polling.
This will decrease the cost spend on elections after every five years. As, we have to spend only one time expense for the development this system and maintenance cost will be very low.
We will develop this system in three modules.
1. In module 1, we will develop a system to conduct provincial and national assembly’s election.
2. In module 2, we will develop system to conduct election for the selection of Speaker and Prime Minister. In this module only elected candidates from Provincial assemblies can vote for the selection of speaker of provincial assemblies, and elected candidates from National Assembly can vote for speaker of National Assembly and for the selection of Prime Minister.
3. In Module 3, we will develop a system to conduct the elections for senate members and for the selection of President.
Candidates for both assemblies will be registered according to Pakistan Election Commission's defined rule.
Every Pakistan ID cardholder can cast a vote in elections.
This software will automatically arrange data of voter's and candidates according to their Constituencies numbers by using database of NADRA.
Each voter can only cast a single vote for both assemblies to single candidate of his Constituencies number.
Voter's and candidate’s constituencies number will be decided according to their permanent address registered in NADRA's database according to their permanent address on ID card.
According to this system voter will be able to cast a vote by using their fingerprint through a scanner, his scanned finger will be matched to NADRA's database, if record exist then he/she will be able to see candidates of his Constituencies number.
By selecting candidate or his sign he/she can cast a vote.
Their vote will automatically be added to poll results of each candidate who got the vote.
Module 1 will be covered in FYP.

Final Deliverable will be in form of system that could be helpful and useful for Pakistan Elections Commission, Candidates as well as for voters.
It will use Integrated Chip cards as well as biometric system for the access of voters and staff. Voters and staff of PEC will be authenticated using this system.
1 It would allow voters to cast their vote by using this system.
2 First it will verify the voters identity.
3 Then it will authenticate voter through biometric system.
4 If user is authenticated, then it will allow voter to cast their vote.
5 It would be helpful for keep track and managing records of elections.
6 It will allow PEC to prepare the final results easily.
7 Final results will also be verifiable and could be validated as well by using final deliverable of this system.
8 Votes can also be collected in hard form by using printers. if PEC will feel need to check the results in start phase of implementation.
9 Final deliverable would be ready to implement for conducting elections.
10 It will also have capability to meet new needs or changes in future by upgradation of technology of hardware or for any change in functionality.
